Who is a "Qualified Professional" for an N13 Eviction in London?
If you are preparing to issue an N13 eviction notice to a tenant in London, Ontario, a quote from your general contractor is no longer enough to satisfy the Landlord and Tenant Board. Under the new Schedule 23 municipal rules, you must submit a stamped report from a "Qualified Professional."
The City of London's Strict Definition
A "Qualified Professional" is not a subjective term. The City of London strictly defines this individual as an Architect or a Structural Engineer licensed to practice in the Province of Ontario[cite: 71].
The city will explicitly reject reports stamped or signed by:
- General Contractors [cite: 71]
- Handymen or Tradespeople [cite: 71]
- Property Managers [cite: 71]
- Landlords themselves [cite: 71]
What Must the Report Say?
The report cannot simply state that renovations are happening. The Ontario-licensed professional must explicitly detail the scope of the extensive renovations (such as structural underpinning) and state unequivocally that the unit cannot be safely occupied while the work is being performed[cite: 68, 69].
